How to Submit a Public Comment Against the Immigrant Registry.

USCIS has announced plans to create a nationwide registry to track and target undocumented immigrants. This unprecedented scheme would force immigrants as young as 14 to hand over personal data and fingerprints or risk being jailed indefinitely.

Given these concerns, it’s crucial for all to voice their opinion against the immigrant registry during the public comment period. The comment period ends on April 11, 2025, at 11:59 PM EDT, so make sure you submit your comment before then. Here is a step-by-step guide on how to submit an official comment:

1. Prepare your comment.

Here’s a template to help you get started with writing your comment. Simply copy and paste this template. Don’t forget to make it personal—your story and feelings matter. Just replace the highlighted sections with your own experience or thoughts about the proposed rule.

I submit this comment in firm opposition to the Interim Final Rule (IFR) on Alien Registration and Evidence of Registration, published by the Department of Homeland Security (DHS) and U.S. Citizenship and Immigration Services (USCIS). I am calling on the administration to rescind this rule immediately.

The RULE is a dangerous and deeply troubling step that revives archaic and discriminatory registration laws, weaponizing them against undocumented immigrants. 

This rule echoes some of the darkest chapters in U.S. and global history—reminiscent of race- and nationality-based registration systems that have been used to criminalize and marginalize entire communities.

It is a blatant attempt to coerce millions of undocumented people into self-identifying for potential detention, deportation, and even criminal prosecution.

This rule is designed to create a registration trap, forcing individuals to either expose themselves to Immigration and Customs Enforcement (ICE) or face criminal penalties.

I call on the administration to immediately rescind this rule and commit to policies that ensure the dignity, safety, and rights of immigrants. Instead of resurrecting outdated, discriminatory laws, DHS and USCIS must prioritize efforts to expand protections, pathways to citizenship, and relief for undocumented communities.

2. Access the comment page on Regulations.gov

Once your are happy with your comment, you need to visit the rule’s official comment page. You can click here or copy and paste the following link into your browser: https://www.regulations.gov/document/USCIS-2025-0004-0001

3. Click on the “Comment” button.

Click on the blue button towards the top of the page labeled as “Comment”.

4. Click on the “Comment* Start typing comment here” field.

This is where you will write your comment.

5. Paste your comment.

After clicking on the “Comment* Start typing comment here” field, paste the comment that you prepared in step 1.

6. We recommend remaining anonymous.

To remain anonymous, under the “Tell us about yourself! I am…*” question, select “Anonymous”.

7. Click on the reCAPTCHA box if prompted.

8. Click on “Submit Comment”.

Once you have reviewed your comment and are happy with it, click on the blue “Submit Comment” button located at the bottom of the page.
